After initiating the Municipal Management Essentials program with SARM (Saskatchewan Association of Rural Municipalities), Southeast College is now extending the program to SUMA (Saskatchewan Urban Municipalities Association).
To be responsible and adaptable to the needs of ratepayers, municipalities are looking to not only retain their employees longer, but are recognizing the need to create strong training and development programs as well.
The Municipal Management Essentials program is different from the Municipal Leadership Development program, which focuses on responsibilities and concepts. This course developed by Southeast College focuses on building skills and capacity.
The program has streams for training administrative staff and for foremen. Each stream has nine modules totalling 112 hours of training. Students who complete 35 hours of training will receive a SUMA-Southeast College Level 1 certificate, and Level 2 is awarded after 70 hours of training. When all 112 hours are completed, they receive a Level 3 certificate.
Under administrative training, the modules include conducting effective meetings, presentation skills, leadership skills, communicating effectively, time management and organizational skills, assertiveness for personal and business success, basic business law, marketing for managers and conflict management.
The stream for foremen include modules on supervisory skills, being a safety leader, customer relations, accounting and finance for non-accountants, negotiation skills, problem solving and decision making, communicating effectively, time management and organizational skills and conflict management.
Having a structured training system in place helps in developing and retaining quality people, and municipalities now have the ability to help their employees achieve milestones that can be linked to salary negotiations or promotions.
